NATO summit
In a debate with EU foreign policy chief Kaja Kallas, starting at 09:00, MEPs will outline their expectations for the upcoming NATO summit in The Hague, Netherlands, on 24-26 June 2025. NATO country leaders are expected to discuss how to ramp up defence spending, in the context of Russia’s continued war of aggression against Ukraine and calls from US President Donald Trump for European countries to invest more and take greater responsibility for their defence.

Clean Industrial Deal
In an afternoon debate with Commission Executive Vice-President Stéphane Séjourné, MEPs will look into the Clean Industrial Deal initiative, which was presented by the Commission in February 2025. A draft resolution, on which MEPs will vote on Thursday, proposes a range of measures to boost industrial competitiveness, including regulatory simplification, accelerated permitting procedures, as well as a push in favour of permanent carbon removals to support sustainability efforts.

Freedom of assembly in Hungary
From around 14:00, MEPs will quiz Commissioner Michael McGrath on the Commission’s stance on respect for European values in Hungary, in light of recent developments surrounding the Budapest Pride march.

Resilience of EU electricity grids
In a late afternoon debate with Commissioner Ekaterina Zaharieva, MEPs are expected to call for action to enhance electricity grid resilience, integrate renewable energy sources, and increase intra-EU cross-border transmission capacity. Parliament’s proposals will be wrapped-up in a report, on which plenary will vote on Thursday.

In brief
Rule of law in Spain. From around 16:00, MEPs and Commissioner Michael McGrath will discuss how to safeguard the rule of law in Spain, focusing on the independence and autonomy of the chief prosecutor’s office.
Genocide in Gaza. In a topical debate with Kaja Kallas, starting at around 13:00, MEPs will discuss Israel’s role in the dire humanitarian situation in Gaza and whether the time has come for the EU to impose sanctions on Israel.
Human rights in Georgia, Iran and Mali. In a series of debates with Commissioner Zaharieva in the evening, MEPs will focus on media freedom in Georgia, and the case of hunger-striking journalist Mzia Amaglobeli. They will also look into the case of Ahmadreza Jalali, a scientist currently sentenced to death in Iran. They will then move onto Mali, where political parties are being dissolved in the midst of a crackdown on the opposition. Three separate resolutions will be put to a vote in plenary on Thursday.
Votes
At noon, MEPs will also vote, among other things, on:
- macro-financial assistance to Egypt;
- the Commission’s 2024 rule of law report;
- the implementation report on the Recovery and Resilience Facility;
- 2023 and 2024 reports on Montenegro and Moldova’s progress towards EU accession.
