National Cybersecurity Strategies: What’s new in the EU’s national cybersecurity policymaking

Designed as a central hub for information and collaboration, the NCSS Interactive Map provides insights into how EU Member States are translating cybersecurity strategy into action. It highlights strategic objectives, implementation measures, and good practices – outlining the concrete steps taken by the EU Member States to safeguard Europe’s digital future.

The map reflects the EU Member States cybersecurity efforts from competent authorities and CSIRTs to public-private partnerships and innovation bodies. This platform fosters transparency, shared learning, and alignment with the EU cybersecurity regulatory frameworks, including the NIS2 Directive. It gives policymakers, researchers, and practitioners an up-to-date view of how each Member State is advancing its national cybersecurity agenda to meet the new legislative requirements. The map provides a snapshot in time and will continue to develop as Member States’ cybersecurity efforts evolve.

The Interactive Map allows users to have various view options:

  • Country View: Dive deep into each country’s current strategy, including focus areas, strategic objectives, implementation efforts, and responsible bodies for Research & Development.
  • Strategies View: Trace the evolution of national strategies through an interactive timeline, showing national strategy developments and releases across the EU.
  • Objectives View: Discover the most common cybersecurity objectives adopted by Member States, both nationally and as required under the NIS2 Directive. Definitions and adoption data are provided for each objective.
  • National Implementation View: See how strategies come to life, from policies to action plans aimed at achieving a high level of cybersecurity aligned with EU priorities.
  • Cybersecurity Organisations View: Access an overview of each Member State’s key actors, including National Competent Authorities, National CSIRTs, and Single Points of Contact.

With a user-friendly design to facilitate navigation, the NCSS Interactive Map serves as both a knowledge base and an enabler for deeper collaboration between Member States, institutions, and stakeholders.

ENISA support for National Cybersecurity Strategies

ENISA has been directly supporting EU Member States in developing and implementing guidelines for their respective national cybersecurity strategies towards building trust, resilience and transparency. ENISA has published the National Capabilities Assessment Framework (NCAF) and, in 2022, developed the NCAF Tool to help the Member States assess the maturity of their National Cybersecurity Strategies (NCSSs) and enable them to strengthen cybersecurity capabilities both at strategic and operational levels. In 2025, ENISA is working on updating the National Capabilities Assessment Framework.
